Description of the action
According to the energy concept of the Czech Government the national 2020 target is as follows:
1. Greenhouse gas emissions reduced by 20 %,
2. Increase use of renewables - for Czech Republic the commitment is 13 % of energy from RES,
3. Increase energy efficiency in Europe, reduce primary energy consumption by 20 % compared to the year 1990.
The Czech case study is based on an energy balance model of the municipal residential building stock of the city of Havířov. Being the youngest city in the Czech Republic (founded in the early 1950s), the vast majority of the municipal dwellings were built in the period 1956–1970 using mainly standardized (repetitive) solutions. The housing estates in Havířov consist of few types of buildings with similar building envelope properties, similar thermal quality rating (cold bridges, infiltration), and clearly defined modularity. About 80 % of the city housing stock is connected to the municipal district heating network that is currently under renovation. Currently there is a political demand to empower the energy refurbishments in the coming years and to increase the refurbishment rate. Also the implementation of nearly zero energy buildings (NZEB) of new buildings by 2020 is planned.
One of the main case study aims is to track the refurbishment rate of the municipal housing stock which is managed by the municipal facility management company, MRA (Mestska realitní agentura).
For EPISCOPE’s case study in Havířov scenarios were developed. The scenario analysis evaluates if the current energy performance level and speed of renovation of the housing stock are sufficient to meet the 2020 national targets. Similarly, solutions and optimized refurbishment strategies to achieve climate protection targets for 2030 and 2050 were identified. The evaluation highlights the most impacting and feasible strategies to reach such targets.
The scenario calculations were performed by considering different steps in refurbishment process. The heat supply in the existing building stock was not subject to scenario calculations because the district heating heat supply is mandatory in the city of Havířov. For new buildings a step-by-step approach towards NZEB level was assumed.
